Most of the spam and phishing posts I've seen here are from "members" with very few posts. Perhaps limiting PMs to spammers/hackers with the energy and dedication to submit 100 posts might be a way to simultaneously annoy and stop bad behavior (behaviour).

It could be.

It could just be that they'd change the loop constant in their spam script from "1" to "100" when writing out "test" messages.

Hard to understand what you mean these days... flying faster than light (warp factor) or psychologically challenged...
