I am trying to delete all the messages on the cluster xmitq on both the PR and FR but I get the error message AMQ8148: WebSphere MQ object in use when I run a CLEAR QLOCAL. I have already stopped all the channels.
Is there a way of forcing the queues to delete their messages?

Use MO71 support pack. Browse and delete. Does not matter whether the object is in use as it applies to individual messages.
Check the destination before deleting. You might want to keep some of those messages.
As well I have seen that sometimes a start/reset channel does wonders for a cluster even though the definition of said channel is dynamic and based on the cluster receiver.... but I'd first check the channel status and the logs... on both sides...
Imagine the cluster receiver having an mcauser of "nobody" on it. You'll never get that channel to work right...
