No. The File Input node is a "left end" node (one which is the start point of a flow) and so logically you can't pass values to it from another flow, because it's not part of any other flow.

Have the process which copies to the file to a random directory with a random name and then records it in a database into a fixed directory being scanned by the FileInput node.
Use the FileRead node to process this file and cross your fingers the file isn't so large it blows the flow out of memory.
