After I installed MQ 5.2.1 to Windows 2000 Professional Machine with SP2 successfully, I got below error message when creating queue manager.
Unable to create queue manager TEST.
Queue Manager TEST could not be created. MQSeries resturned error 71: CRTMQM -q -ld"C:Program FilesMQSerieslog" TEST. Natural Language Catalog System: No Catalog Found, using default strings. AMQ7153: A licence could not be installed for this copy of MQSeries.

I have had the AMQ7153 message before. I got around it by manually registering MQSeries via Start/Programs/IBM MQSeries/MQSeries Registration. Fill in the details and all is well.
