Persistence is a property of the message. Each message carries header information with it in a structure called the MQMD. A field in this structure deals with the persistence of the message. A message can be persistent, non persistent or inherit the default persistence of the queue it is placed on.
A queues default persistence is contorolled by the defpsist attribute.

Anyway, to answer your question the application puting the message on to the queue is responsible for setting the persistence field in the MQMD header. This will be independant of OS. If a message is persistent on AIX and is transfered to NT it will also be persistent...
