If you Have a program activity/review and you try to assign it to a person or role that is not defined in the workflow staffing, it will put it on the worklist of the process starter.

Is that correct?

Well... close but not 100% correct.

contact admin work will go the the Process Administrator. If no Process Administrator is assigned then the Process Starter is the Process Administrator for that instance. If the Process Administrator is not found then the assignment would go to the System Administrator.

It is my opinion that every Model should assing a Process Administrator. This way you know where contact admin work (and 2nd notifications if you use them) will be sent. In "my perfect world" I have a different dummy user assigned for Process Admin for each process, and every night I would run a query against the workitems for this user, and it better be empty. (Else it would mean my model has an issue).

I also just realized that I may not understand what you mean by contact admin work? What I think you mean is a situation where MQWF has done staff resolution and found no one eligible to run the activity.
