I need to know if there exists a tool that will allow me to use the OAM after the QMgr has been created without OAM. I know that on variaous platforms there is a set of files created for the OAM with respects to Queues and Processes.
The platforms I am specifically interestined in are as follows:
Tandem(Compaq NSK)
Windows 2000
HP/9000 and SUN Solaris

What exactly do you mean by OAM handling. If you mean by adding users, altering their authorities. Then the following are good on respective platforms.
NSK
dspmqaut, setmqaut, altmqusr, dspmqusr
NT/2000
Use Administrative panel to modify the users/groups and their permissions.
Unix/Solaris
There are built in commands such as id, groups and such stuff to be able to add/modify users and allocate/deallocate permissions.
