when i try to connect to a iib 10 broker from ibm ace 11 toolkit, i get the below error. I have authmode set to file and i have necessary webuseradmin id and roles defined.

You're looking at it by the wrong end. You can connect to ACE 11 using the ACE11 toolkit, you can connect to IIB10 using the IIB10 toolkit.

I would say try using the IIB10 toolkit to connect to ACE11, but I believe ACE11 now uses the REST API to deploy stuff and look at the underlying layers, so I doubt this would work as I don't know if the Java Integration API is yet fully functional on ACE11...
