If a customer has purchased license IIBv9 or v10 do the client separately need to purchase WMQ licence from IBM? |

This is a question only your IBM Account Manager can answer with authority.
Having said that, AFAIK for IIBv9 the license typically covers the MQ installation associated with the broker installation. So for most circumstances that's a 1:1 pair of queue manager and broker, up to however many PVUs were purchased with the license. For IIBv10 the license doesn't cover MQ and you need to purchase a separate entitlement if you plan to use an IIBv10 broker with MQ. Again, PVU limits will apply.
(You can, of course, use IIBv10 without a queue manager but any MQ-dependent functions will be unavailable).
Once again, your IBM Account Manager will have full details.
