Insert standard rant about 'saving cost' by 'paying less for software', without taking into account any other factors. "Look, we saved money, we paid less for software! We also paid 10x more for redevelopment and support and had to double our deadlines... but we reduced our capital expenditures!" |

Unintended consequences.
If management has an incentive to reduce capital expenditures, being able to state "we reduced our capital expenditures" is a major win. The other costs you mention steal budget from areas where management has no incentive.
I'd argue the unintended consequences of restricting use of ESQL on standard edition increases reputational risk to a proven product. Oops |

Yes, that's mostly what I was (at least trying to) saying.

I agree. However, when pursuing bonuses, some in management can and will impinge right up to the point where the negative effect is still within tolerance levels. |
