If the part is not plain/text, then you shouldn't be treating it as charcters.
In particular, a Microsoft word document is either a proprietary format, or an XML format...

I can't affect how users are exporting data from Excel or how Outlook client sets MIME / Content-Type for attachment. I can't either affect on how IIB reads from email server and provides data in MIME message tree for my ESQL Compute node.
For mee it seem that when data receives Compute node it is incorrectly handled and bytes are not what they should be. There is perhaps feature/failure how email client sets Content-Type. And perhaps feature in IIB that it hard coded convers text/plain messages into UTF-8 and can't detect that original attachment uses double byte encoding and messes conversion a bit.
I have risen a PMR from this phenomenon. While I'm waiting for response/instructions via PMR I will use workaround described earlier.
