3 ways of debugging before starting on a solution

1. The Graphical Debugger on the toolkit. My absolute fav.
If this is not an option
2. Take a debug trace from the broker or
3. Try using trace nodes and write the whole Body into a file. This will help you check if the message format vs message data are in sync.

A Timeout need not necessarily mean you are hitting the wrong end point. It could be firewall as stated in earlier posts.
If possible try running a curl cmd to the url in verbose mode and you will get a bit more information on what is exactly happening.
There is a curl port for windows as well and that is what I use most of the time.
