MQ8.0.0.0 on Windows Server 2012, system part of an AD domain

I have a queue manager called MQTEST. I have created some object auths for my client testing and wanted to get them dumped into a script for repeatability.
Starting with dmpmacfg

Code:

dmpmqcfg -m MQTEST -t all -x all -a


Produces a lot of output but some vital auths are missing.
If I use amqoamd
Code:

amqoamd -m MQTEST -t qmgr   -s >  mqtest_setmqaut1.bat
amqoamd -m MQTEST -t q      -s >> mqtest_setmqaut1.bat
amqoamd -m MQTEST -t chl    -s >> mqtest_setmqaut1.bat

I can see the auths that are missing.
Code:

setmqaut -m MQTEST          -t qmgr  -p nomquser +altusr +connect +inq +set +setall +setid +chg +dlt +dsp +system
setmqaut -m MQTEST -n A.OUT -t queue -p nomquser +browse +get +inq +passall +passid +put +set +setall +setid +chg +clr +dlt +dsp


The user 'nomquser' is NOT defined in the system.

My question is

Is the behavior I'm seeing from dmpmqcfg expected BECAUSE the user does not exist or is there some other reason for this?
Is there a way to get dmpmqcfg to output the definitions for 'nomquesr'?

There's been some long winded discussion about errors/etc in dmpmqcfg.

"Missing authorities" seems to be one of them.

This seems to be clear case of that then. At least there is a work around.
