I am looking at the setmqaut command at this link:

I do not see an option to prevent the creation of a queue.

I also do not see an option to prevent the creation of a Model queue. Unless you set -inq to the SYSTEM.DEFAULT.MODEL.QUEUE. That would probably do it, but there could be other Model queues in existence.

How would I prevent the creation of a normal queue, and how would I prevent the creation of a model queue ?

First you should be looking at this http://pic.dhe.ibm.com/infocenter/wmqv7/v7r5/topic/com.ibm.mq.ref.adm.doc/q083500_.htm instead of at the url pointing to an unsupported version...
Then you will have to determine the min access to the model queue allowing you to create a dynamic (temporary / permanent) queue. Otherwise specify -create on all queues...and test...

But not if you still use Version 6, Plenty of customers still use it and have extended support with IBM for this version.
