In scenarios were the WAS is connected to WMQ, does every MQ restart require restart of the WAS services too?

Depends how long MQ is out for. In my experience, if you just bounce WMQ, WAS will reconnect. If WMQ is out for more than (approx.) 5 mins you need to restart WAS services (max number of retries elapsed ? )... Your milage may vary...
