Up to what number of
max connections we can increase under a qmgr?
I knew that it is usually 100 connections
what is the max we can set to in qm.ini ?

the number that is listed in the documentation.

if there isn't a number that is listed in the documentation, then the effective maximum is "significantly larger than the number of connections your hardware can physically support".

so how is the connections related to Hardware? can you explain me plz

Each connection uses memory. Your hardware does not have infiniate memory (and if it does I'd like the name of your vendor!)
