Does version 5.3 come with a utility to remove expired messages. I would like to know if there are any available for both OS/390 and Aix.

This a Queue Manager Attribute as of 5.3. Only z/OS though. I am not aware of any IBM supplied utility other than this.

ExpiryInterval (MQLONG)
Interval between scans for expired messages.
This indicates the frequency with which the queue manager scans the queues
looking for expired messages. It is either a time interval in seconds in the range 1
through 99 999 999, or the following special value:
MQEXPI_OFF
No scans for expired messages.
This indicates that the queue manager does not scan the queues looking
for expired messages.
To determine the value of this attribute, use the MQIA_EXPIRY_INTERVAL
selector with the MQINQ call.
This attribute is supported only on z/OS.

If you have a particular queue that you are worried about, you can periodically run the amqsbcg sample against it to remove the expired messages.
