Then they don't need DR, they need to sort out the app and/or it's attendant infrastructure.

How will DR help? If the app's down on the primary site and can take a week to get back up, what makes you think it will start on a DR site? And stay running there until the primary is back?

If you've got an application problem, infrastructure will not fix it.
