One possible cause of duplicate message sequence numbers is a faulty SYNCQ. Check your SYNCQ for duplicate entries. If you find duplicates, get rid of one of them, reset your channels and test again.

in most cases, when one end of the channel comes up with a sequence number of "1", something has been resetted, or - if not resetted - it has been deleted and redefined.
in test environment some people delete everything and redefine it to make sure when they start testing it is all defined the way it should be, and nothing "bad" is left over from older tests. maybe somebody does something similiar in your environment?

Exactly the sort of thing I was suggesting earlier. But a better reason why it would be done.
