Person A and B are belong to Role X
Activity a ---> activity b
Person A and person B can work on both activity a and b...

but the condition is
if person A worked and completed activity a, person B can work on activity b.....if person B works on activity a, it must be person A to work on activity b.....

for 'Activity A' make the staff resolution from 'role X'. That will assign 'Activity A' to both 'Person A' and 'Person B'.

For 'Activity B' specify on staff1 page 'Exclude Starter of Activity A'. This will resolve the the staff for Activity B from role X and then assign it to the person B if person A started 'Activity A' and vice-versa.
