There are four programs on the 390 that access the queue MIN3SERVER ...3 write to it, and 1 reads from it. One of the "writer" applications is consistently failing with error 2018, "Invalid connection handle" on MQPUT calls. The other applications are running normally.
Please advise why this is happening.

But how long has it been failing?
Do the applications all run in similar environments? Are they CICS applications on a local queue manager or cliented onto a remote one?
It does sound more like a code bug than it sounds like anything else at first reading. Another possibility is that the queue manager the failing application is connected to is having problems.
A few more details about your set up will aid advice.

And by consistently, do you mean that it always fails? Or just sometimes fails?

I'm guessing this means application design/coding error, as opposed to WMQ code defect.
I've seen this where the application incorrectly closes the queue, then attempts an MQPUT.
If it always fails, this is a good suspect. If it sometimes fails, look for some data-dependency or specific users.
