We have exactly the same problem, although not because of a migration. We installed MQ on two servers, same version, same everything. One works the other has issues using runmqsc with any id other than mqm. There are no errors in the logs and all we see is a connection broken message. I did run a trace and can see ACCESS DENIED messages when trying to access a semaphore.

If you resolved this issue I would interested to know how. Cheers.

The issue can be resolved by making two files group/world readable.

you could do that, amend the permissions of the executable and the files, but IBM would then refuse to support it

IBM say that runmqsc can only be run by a member of the mqm group

it is supported by IBM to su to mqm, or to execute runmqsc as a sudo command
the real user ID is then used to authorise access to the commands

see APAR IY95566

You should try to issue the command 'REFRESH SECURITY' in your queue manager. Mind it, you need to use mqm user to run ths command on the queue manager.

I have seen a similar scenario earlier, wherein setmqaut command was executed successfully (no error on console, neither in log files), but it didn't work. Then we execute the mentioned command and we were able to access the queue.

On top of all, as you heard from all gurus, a non-mqm user should not be using runmqsc. Explorer view is provided for limited monitoring.
