My limited knowledge of journal receivers leads me to believe that if you delete a journal receiver which is still "live" - in other words it has details of a persistent message which still exists within MQSeries - and you haven't got a back-up of it, then it's your own fault. Sounds like MQSeries is working as designed.
The only way to avoid this, as far as I know, is to make sure that:
- you only delete from the system those journal receivers which are no longer required (see messages AMQ7460 and AMQ7462 in message queue QMQMMSG)
- if you want belt and braces, then back up old journal receivers to media or to save-files before deleting them
