We have had intermittent 'Error Code 20 starting MQ/Command Server service' errors (Windows NT/MQ 5.3). In investigating them it seems that if I start the MQExplorer on an NT server where there are queue managers that are not running, MQE tries to start the Command Server for each one and an 'Error Code 20' results for each.
I further found that when I start a queue manager, either from MQE or from the command line with 'strmqm', the Command Server is also started automatically, even when the Start parameter in MQE Services is set to manual.
This is not the way I would have expected things to happen. Does anyone know what might cuase this behaviour and whether it is correct. Unfortunately 'Error Code 20' which I assume is a Windows error code does not seem to be documented anywhere that I can find.

The error code 20 is a return code from the start of MQSeries.

Return codes
0 Command completed normally
10 Command completed with unexpected results
20 An error occurred during processing

Not much of an explantion from IBM
