When it comes to accessing the Mainframe Legacy programs pratically speaking CTG (CICS transaction gateway) and MqSeries, both can solve your problem.

I would like to hear what drives which one to select. IBM piolicy in this issue is not clear to me.

In my personal opinion for any Async requirement Iwill use MQ and for Sync transactional use CTG. Again as we know both products can do Async and transactionl operation.
