Is there some sort of utility by which I could save an entire queue manager with all the queues and channels and stuff, and then use that saved file to re-create the same exact configuration on another machine?

Use the forum search button to look for "save queue manager configuration". This will lead you to the save queue manager utility contained in the MS03 support pac.

You can also use the RfhUtil to save queues' content into files
