Developping a channel auto definition exit on OS/390
This exit changes the channel definition of starting clussdr channels to set the fields MQCD_SECURITYEXIT and MQCD_SECURITYUSERDATA
to do this, it inquires on a dummy process
when it tries to OPEN the process for INQ, we get a RC 2035 (MQRC_NOT_AUTHORIZED)
It works fine when the channel is started manually but only if channel type is CLUSSDRB
It never works if the channel is started by triggering (when something arrives in the SYSTEM.CLUSTER.TRANSMIT.QUEUE)
in that case, the following messages are issued by the CHIN started task:

+OPENING PROCESS: CLUSSDR.AUTODEF.D1TAAHUB
ICH408I USER( ) GROUP( ) NAME(??? ) 025
E 025 00000081 LOGON/JOB INITIATION - USER AT TERMINAL NOT RACF-DEFINED
IRR012I VERIFICATION FAILED. USER PROFILE NOT FOUND.
+MQOPEN: MQCC=00000002 MQRC=00002035
userid passed to RACF is low-values
in the other case (CLUSSDRB started manually), RACF perfroms the check against the CHIN started task userid
