Would someone kindly let me know how to create a message catalogue, where should it be placed and how to refer to it.

For WMQI 2.1, please check the "WMQI Programming Guide", Part.2 Chapter 6. "Implementing a plug-in node or parser", "General development considerations" on p.95. You find there how to create and install your message catalogues and how to use them from a C plug-in node.
You can also use the message catalog from a Trace node (described in the "Using the Control Center" ) or from a Compute Node ( THROW statement - described in the "ESQL Reference" ).
