Ernes,
Sometimes the error messages shown on the screen are not very helpful. Could you tell us what were you trying to do when you got this Error message?
I think, it is asking you to check-out the resource APWX_MESSAGE before modifying it.

Right sorry I wasn't clear (and very frustrated).
I'm trying to check *in* a message set.
The message set has been checked out correctly, however while being in this checked out state, the configuration manager blue screened.
Every attempt to check it back in (or, for this matter, to check it out again) gives the above mentioned error. with the unhelpfull mention that we should
