ESQL manual write about setting XML declaration when using XML domain, but this doesn't work in MRM domain (drop an parser error exception). Control Center's Message Set tab contains an XML layer GUI, but this allow to modify only the 'standalone' attribute. We are using Latin-II codepage and many applications need the 'encoding' attribute.
MRM domain is important for me because I can simplify the message conversion into a Root.Properties.MessageFormat setting - any other difference goes into the MRM level.
Off the top of my head, I don't think you can do this because I don't think the MRM model supports it.
However, what you could do is create your MRM message as you require it, recast from MRM to generic XML (using RCD node) and then modify the XML as required. If you also need to be able to parse these messages, you would have to do the reverse when you receive them.
