After HA failover, the RCV channel would set up a new instance which seq num is 1, I'm curious why the peer SDR channel run an old instance which seq num is 1273498, but didn't set up a new instance. ...

It miught be that the passwords set in mqsicreatebroker or some such have expired and been changed on the system, but not been changed in mqsichangebroker.

Look in ccsid.tbl. It shows that the base CCSID for 1208 is 13488:

1208 13488 0 13488 3 5 0 UTF-8

This means that the tables for 1208 use the same tables as 13488, with ...

Back to basics:
Maybe the queue name and/or qmgr name on the flow do not match the real queue and qmgr names.

The values on a CLUSSDR are overridden by the same attributes on the CLUSRCVR.
Have you changed the CLUSRCVR as well?

You will need to make sure that the env var is exported in all shells which start channel processes, including inetd (for amqcrsta), runmqlsr, runmqchi, runmqchl, runmqsc.
