This is a known defect will be fixed in the 1st IFix, which is supposed to be released very soon. The APAR number is IC47721.

1. Yes, that should be the right aproach.
2. You'll need to make sure the dll is in the library search path. This is generally set up by an environment variable - which one depends on your platform.
