Yes you are right in pointing that the limit depends on the number of flows in the exec group.
We are in a situation where in we are not sure to have different exec groups ... |

I re-installed broker fixpack 2 and for some other reasons, had to re-install JRE on my machine.
Now I'm able to connect to config manager and everything is working as expected.
