Interestingly, if you open the queue manager authority records using MQ Explorer on a windows machine, it provides a "Delete" button. By using that I was able to remove the record completely ...

I get that. I have tried it with the space as well.

But my point is, the manual actually mentions that "NONE" is a keyword. So that should be working. I should not have to specify a blank ...

I have used the BlockIP exit before without issues. But I am getting some issues while moving to BlockIP2. The usage of BlockIP2.ini and/or specific configuration file is confusing.
