I could resolve it.
I went into DB2 (WBRKCMDB) for configmgr and cleanup the records that have references to the old brokers in CBROKER table. |

Looks like the configmgr is not deploying the msgflow to the third broker. The event log tells me that the configmgr is trying to deploy a config to a broker that no longer exist.

| I guess the userid used for broker setup doesn't have the access on DB2. Try granting the access to the relevant DB2 tables, or, try to run the DB2 service in the windows services as .\brokerUserID. |

In the first case, it was clearly a version mismatch. I had RAC 6.0 that was installed along with RAD being using by WBIMB5.
In the second case, i installed RAC 5.0.2 and it worked.

Looks like SYSTEM.ADMIN.SVRCONN channel is missing on the WBRK_QM. I added that, but still the problem persists.

| I found the problem. I had an earlier install of WBIMB5 into a different directory. After the uninstall, the windows registry settings are still pointing to the old directory. I correct it and it work ... |
