Given the fact that we don't have very high volume of messages, looks like we might stick with SIBus if we go down the WebSphere path.

Thans Heaps. As Vitor said I read the docs again and it is very clear that clustering in MQ is not for HA. On z/OS you can probably use queue-sharing groups to publish to one QM and read from another ...
