I want to separate (in time) the deployment of message flows with their start of their execution.

Can I deploy a flow into an immediately stopped state, so it does not start until manually started ...

Which MQMD are you looking at? The one associated with your data (after the transmission header) or the one the MCA added when it created the transmission header?
