Problem was solved by setting correct date in Control Panel for that computer. Its date was in year 2000 before.

After I installed MQ 5.2.1 to Windows 2000 Professional Machine with SP2 successfully, I got below error message when creating queue manager.

Unable to create queue manager TEST.
