It was an application issue. The job didn't have right MQ system libraries in STEPLIB and DFSESL concatenations. Once the program was compiled ...

You can share the same INITQ by two trigger monitors from two different CICS regions as long as the two regions connected to the same Queue Manager. We have similar set up and it works ...
