The only people who can refresh the installer are IBM.
You need to go get a new exe.
Have you tried IBM with this?

Make sure the installer you have for the base product has been refreshed to CSD04.
I'd be surprised if the version on PartnerWorld/Passport Advantage was not at least CSD7.
