The problem was caused by a corrupted ODM.

IBM gave us instructions to cleanup the ODM as follows:

I've got the same problem trying to install RAC 502 on AIX 5.3. I get 'Error writing to config file' and 'Error writing to RAStart script file'.

What was the solution?
