How did you resolve the issue? I am having the same issue where the error rule is not being invoked for an invalid MQ backend url.

mqsiarchive and mqsibackout directories will only be created on WMB server under your mentioned local input directory folder which is a mandatory parameter and NOT on the FTP Server. Hope this helps.

One other thing I noticed above is that you are trying to ASBITSTREAM "InputRoot.JSON.Data" but the actual field you mentioned being "InputRoot.JSON.Data.data".
