I have resolved the XA issue-this was just a missing link to libclntsh.a
I have also been able to connect via sqlplus and tnsping.

Database creation fails however, now producing ORA ...

The good news is that you can use Oracle (check on supported versions) for runtime. The bad news is that this is supported only on UNIX platforms.
