You didnt mention if there are any QMs running still. anyways stop all QMs (endmqm) and any listeners.
ps -ef|grep mq and kill any mq processes. |

FMC00013E almost always is related to persmissions.
check /etc/group and make sure fmc is a member ... |

Backed out of CSD06 , rebooted. mqm commands started working again. reapplied CSD06. (had the whole mqm folder backed up before). everything is normal. |
