Can you please explain what you mean by check out and check in
do you mean the user has to check in all the workitem he has checked out while he/she is logging out from the application.

How to do the "Refresh Security in MQseries"
I created the mqsiuid then only i created the Config manger there ... |

Created all the Db as given in MQSI NT installation guide,
Created the User mqsiuid with added groups Administrator,mqbrasgn, mqbrdevt, mqbrops, mqbrtpic mqbrkrs ... |
