mqsicreatebar.exe should be able to do what you want. If you call it from an ant script with the right parameters, it would work nice.

You can try to resurrect your toolkit to the default perspective by deleting the folder <install>\eclipse\workspace\.metadata\.plugins\org.eclipse.ui
That will reset the views to the welcome ... |

You can check the CSD level of the tooling via the about box. It should say 5.0.2 with a build id of 20031009_1516. If CSD2 failed to install correctly, the about box would not say 5.0.2 ... |
