Sussed it, with thanks to the pointers given

WHILE LASTMOVE(rItems) DO
SET LineCount = LineCount + 1;
SET rLines.line[LineCount].lineno = LineCount;
...

Your CREATE should be at the start not the end.

I have done this but still not right

Now I get
