Nope
The 'new' capacity is a setmqcap command, which u shoudl default to -1
which should figure out for itself the number of processors you have on the box.
i.e. setmqcap -1

Are you using Terminal Services to do this ?.
IF so there is a known problem with this. You can either use VNC or using MQExplorer set up the queue manager as a remote QM pointing at localhost.

Re-creting the queue manager and broker won't help as MQSI holds them as system generated UUID's.
See the topic "urgent help !!! BIP1510E error" - this should help you out

The short answer is no but ..
why not implement a new flow with a flow order node in and then convert your existing two flows to be sub-flows based on the flow order node in the new flow.
