From an NT DOS CMD prompt you could try a telnet command
baring Firewall access of course.

You could be running the client connection code or you have not defined your MQSERVER variable or defined a channel tab file.

1.) Had the same problem and it boiled down to how the NT Accounts were set-up within the domain.
2.) use MMC on a different NT server to admin the queue manager.

Messages can stay on a queue if they have expired.
When you use the browse command it will delete any expired messages.
