Had a similar issue sometime back.
A restart of QM, CM solved it for me. Did not really understand what was wrong though!!

In the system the queue downstream was full and started refusing the incoming messages directed from the message flow on the broker.
In the exception log I found these lines,

After all the exercise (circus) found (from support folks) that though the broker toolkit is 6.x the broker runtime is 5.x Hence it would not take the SHARED variables declared. eh!!
